Compliance Monitoring & Enforcement Support
Under this objective, Power Platform Kenya (PPK) will develop and operationalize digital tools that enable authorities and Beach Management Units (BMUs) to effectively monitor, detect, and respond to illegal or non-compliant fishing activities in near real time. By integrating registration systems, geospatial monitoring, and automated alerts, the platform strengthens enforcement capacity while improving transparency and accountability within fisheries management systems.
System Design for Compliance Monitoring
PPK will design a dedicated compliance monitoring module integrated within the main digital platform. This system will incorporate vessel, gear, and fisher registration data to support comprehensive oversight of fishing activities. Role-based access controls will be established to allow regulators—including the Fisheries Department, BMUs, enforcement units, and PPK administrators—to securely access and manage the system.
Compliance parameters such as restricted zones, permitted gear types, licensing validity, and authorized fishing hours will be defined in collaboration with key stakeholders to ensure alignment with regulatory frameworks.
Integration of Registration and Licensing Databases
The platform will include digital registries for fishers, boats, engines, and fishing gear. Each asset will be assigned a unique digital identity, enabling accurate tracking and monitoring within the system.
Where possible, the platform will integrate with existing government and BMU registration databases to ensure data consistency and reduce duplication, while strengthening coordination between regulatory institutions.
Geofencing and Automated Violation Detection
PPK will configure geofenced boundaries for protected breeding zones and other restricted areas within the GIS platform. These digital boundaries enable automated detection of fishing activity within prohibited zones.
The system will also incorporate rule-based monitoring that identifies violations such as unauthorized entry into protected areas, use of prohibited fishing gear, or fishing during closed seasons and restricted hours.
Real-Time Alerts and Enforcement Notifications
When potential violations are detected, the system will generate automated alerts that notify relevant authorities through SMS, mobile applications, dashboards, or email notifications.
Alerts will follow predefined escalation workflows, ensuring that enforcement officers and BMU leaders receive timely information to take appropriate action. An integrated incident log will capture alerts, enforcement responses, and outcomes to support accountability and reporting.
Compliance Dashboards and Reporting
Interactive dashboards will provide regulators with real-time insights into compliance trends, violation hotspots, and enforcement activities. These dashboards support data-driven decision-making and improved oversight of fisheries resources.
The system will also generate periodic compliance and enforcement reports that can be used by authorities and PPK to monitor progress, evaluate interventions, and inform policy adjustments.
Incident Reporting and Evidence Capture
Authorized users will be able to record incidents directly within the system, upload supporting photos, and capture geotagged evidence from the field. These records will feed into a case-tracking workflow that supports follow-up actions and resolution.
Time-stamped digital records will also provide reliable documentation that may support enforcement actions or legal processes when required.
User Testing and Piloting
The compliance monitoring system will be piloted in selected landing sites to evaluate performance and usability in real operational environments. During the pilot phase, PPK will test alert accuracy, system reliability, and enforcement response workflows with relevant agencies.
Feedback from users will be used to refine system functionality and ensure that the platform meets the needs of enforcement teams and regulatory authorities.
Capacity Building and System Handover
PPK will provide training for government agencies, BMUs, and regulatory stakeholders to ensure effective system adoption and long-term sustainability. Training will include practical demonstrations, operational guidelines, and system management procedures.
Comprehensive user manuals and technical documentation will also be provided to support ongoing system operation and maintenance.
Data Security and Governance
To ensure the integrity and confidentiality of data, the platform will implement secure storage systems and strict access controls. Data protection standards and privacy requirements will be followed to safeguard sensitive information.
Clear protocols will also be established to guide data sharing and collaboration between PPK, regulatory agencies, and other authorized partners.
